Assistance for energy efficiency

The National Energy Efficiency Fund, constituted by Law 18/2014, has as its purpose the financing of economic and technical assistance, training, information or other measures, in order to increase energy efficiency in the different sectors which are consumers of energy, and in a way that contributes to achieving the national energy saving objective established by the National System of Energy Efficiency Obligations established in Article 7 of Directive 2012/27/EU.

In its Article 73, this Law determines that the National Energy Efficiency Fund will be attached to the MITECO, through the Secretary of State for Energy; assigning its management to the Institute for the Diversification and Saving of Energy, IDAE.

Objective of cumulative saving

In effect, Directive 2012/27/EU of the European Parliament and of the Council, of 25 October 2012, on energy efficiency, (hereinafter the Directive) modifying the Directives 2009/125/EC and 2010/30/EU, and repealing Directives 2004/8/EC and 2006/32/EC, creates a common framework to promote energy efficiency within the Union and establishes concrete actions in order to achieve significant cumulative savings in energy in the period 2014-2020.

In Article 7, the Directive establishes the obligation for each Member State to present a value for cumulative energy savings for the 2014-2020 period. In compliance with this obligation, Spain has informed the European Commission of an objective of 15,320 ktoe, an objective that has increased to 15,979 ktoe according to the latest revision of the methodology carried out by the European Commission.

Fund resources

On the other hand, article 7 determines that each Member State is to establish a system of energy efficiency obligations through which energy distributors and/or retail energy sales companies will be obliged to achieve the stated savings objective in 2020 through the annual achievement, starting in 2014, of savings equivalent to 1.5% of their annual energy sales.

Consequently, Law 18/2014, of 15 October, approving urgent measures for growth, competitiveness and efficiency, established a national system of energy efficiency obligations by virtue of which it assigned to gas and electricity distribution companies, to wholesale petroleum products operators, and to wholesale liquefied petroleum gas operators, as obligated parties of the system of obligations, an annual energy savings quota called the savings obligation.

In order to comply with the annual energy saving obligations, the obligated parties make an annual financial contribution to the National Energy Efficiency Fund for the amount resulting from multiplying their annual savings obligation by the corresponding financial equivalence.

This Fund, managed by the IDAE, allows the implementation of financial support mechanisms, technical assistance, training and information, and other measures that increase energy efficiency in different sectors and help to achieve the established savings objective.

Monitoring and Control Committee

A Fund Monitoring and Control Committee is responsible for supervision and control, and approves the budgetary allocations of the annual invitations for applications to the different assistance programmes.

The Fund Monitoring and Control Committee is made up of the President, the members and the Secretary.

The Chair of the Committee is the head of the office of the Secretary of State for Energy, and the committee is made up of the heads of:

The General Directorate for Energy Policy and Mines, the General Directorate of the Institute for the Diversification and Saving of Energy.

The Economic Office of the President of the Government.

A representative with the status of the Director General from the following ministerial departments:

Ministry of the Treasury and Public Administration.

Ministry of Public Works and Transport.

Ministry of Agriculture, Food and the Environment.

Ministry of the Economy and Competitiveness.
