The Regulations on Building Heating Installations (RITE), sets out the conditions to be met by the installations devised to meet the thermal wellbeing and hygiene through heating, cooling and sanitary hot water installations, so as to achieve a rational use of energy.
The Cabinet Meeting of 20th July 2007 approved a new revised text of the RITE, which repeals the former one, that is, Royal Decree 1027/2007. A correction of mistakes was further published.
Royal Decree 1826/2009, of 27 November, amending the Regulations of thermal installations in buildings, approved by Royal Decree 1027/2007 of 20 July, was published on 11th December 2009.

The need of partially transposing Directive 2002/91/EC on the energy efficiency of buildings, as well as the harmonisation of the “Basic Document on Energy Saving” of the Technical Building Code (TBC), the inclusion of new energy saving and efficiency demands in installations of this kind, and the experience of its practical application during the last years come together in the revision of this Regulation.
This Royal Decree has been jointly drafted by the Ministry of Industry, Tourism and Trade and the Ministry of Housing.
The greatest demands in energy efficiency set out by the RITE become explicit with:
Greater Energy Yield of equipment units for heating and cooling, as well as those devised for the transport of fluids.
Better insulation of the equipment units and the piping for thermal fluids.
Better regulation and control to maintain the design conditions envisaged for air-conditioned premises.
Use of the renewable energies available, especially solar energy and biomass.
Incorporation of energy recovery systems and exploitation of residual energies.
Compulsory systems of consumption accountancy in the case of collective installations.
Phasing out of the most polluting solid fuels.
Phasing out of the least efficient generators.
With a view to facilitating the performance of all the demands in the RITE, the so¬-called acknowledged documents, defined as technical documents without a regulatory nature but which have the joint acknowledgement of the Ministry of Industry, Energy and Tourism and the Ministry of Housing. Pursuant to Section 7 of the RITE was created a General Register for RITE acknowledged documents, dependent on the Secretariat General for Energy of the Ministry of Industry, Tourism and Trade.
Moreover, the RITE also sets up the obligation to revise and update the demands on energy efficiency periodically, at least every 5 years. This is a task for the RITE’s Advisory Committee, in charge of carrying out the proposals in accordance with the evolution of technology and the national energy policy.
This Royal Decree is considered as the State basic regulation. Its application involves that the Autonomous Communities develop its supplementary relevant regulation, which entails in turn that the Autonomous Communities should introduce additional requirements on the same subjects when coming to terms with installations located in their territory.
RITE 2007 Presentation Conferences (Regulations on Building Heating Installations). The IDAE and the Ministry of Housing along with the Autonomous Communities organised the Presentation and Dissemination Conferences of the new RITE in every Autonomous Community.
