On 24 February 2009, the Council of Ministers gave its approval to the signing of three Collaboration Agreements between the IDAE and the city councils of Seville, Madrid and Barcelona. These agreements envisage the implementation and operational start-up of a pilot network of public electric vehicle recharging stations, within the framework of the MOVELE pilot project, as an essential initial step towards introducing electric mobility in urban environments.


One of Project MOVELE's aims is to activate stimulus measures among the local authorities concerned to enable the creation of a network of supply points located on streets and in public car parks, as a step towards a total of 2000 electric vehicles being driven on the roads within two years.

The signing of these agreements in the context of the MOVELE project should enable the installation of 546 public recharging points over the 2009-2010 timescale. The total cost of the investment associated with this infrastructure will be €2,559,164, of which €1,017,000 will be provided to the local authorities by the IDAE for the co-financing of the cooperation agreements.

With a view to extending the possibility of co-financing the implementation of electric vehicle recharging networks to the largest possible number of Spanish cities, the IDAE has included the option of submitting pilot projects using these technologies under the Sustainable mobility plans priority measure (Medida Prioritaria de Planes de Movilidad Urbana Sostenible, PMUS) in the 2008-2012 Action Plan for cooperation agreements with the Autonomous Regions.

The various regional governments managing these cooperation programmes have the option of financing these networks under the same conditions as the pioneer cities in the MOVELE Project, with the constraint that the minimum installation must have at least 10 public access recharging points and that aid is limited to 40% of the budget, up to a ceiling of 200,000 euros of aid per project under this measure.
