MOVELE Pilot Project. (Pilot Project on ELECtric MOBility)

The Activation Plan for Energy Saving and Efficiency 2008-2011, approved in Cabinet Meeting as of 1/08/2008, includes in its Measure No. 4 the development of a pilot project to introduce electric vehicles with a view to showing the technical, energy and economic feasibility of this mobility alternative.

MOVELE Project, managed and co-ordinated by IDAE, consists in the introduction of 2,000 electric vehicles of various categories, performances and technologies in a two-year term (2009 y 2010), within urban environments, with a large group of firms, institutions and private persons. It also consists in the installation of 500 recharge points for these vehicles, with the following objectives:

Activate measures to promote vehicles of this kind within the local administrations involved: public recharge infrastructure, reserved parking locations, driving along bus-taxi lanes, etc.

Involve the private sector firms in adopting the electric vehicle: electric companies, insurance and financing companies (leasing), etc.

Serve as a basis for identifying and boosting regulatory measures favouring this kind of technology: fiscal measures on the purchase or use of these vehicles, supply fees, modification of the regulations preventing their evolution (access to recharge points in blocks of flats, official approvals), etc.

The Project has a 10 million euros allocation, devoted to the following concepts: recharge infrastructures (15%), management, surveys and follow-ups (5%), and vehicle purchase (80%).

Development of the actions highlighted in the 2010-2012 Boosting Action Plan of the Electric Vehicle:

1. Support to cities with Electric Mobility: Guide, MOVELE hallmark, Agreement with the Spanish Federation of Municipalities and Provinces (FEMP).
2. Support to the development of recharge infrastructures. Collaboration measures of IDAE with the Autonomous Communities within the PAE4+ framework.     
3. Electric Vehicle marketing plan for fleets: IDAE has signed a Collaboration Agreement with AEGFA, enabling to activate the inclusion of electric vehicles into fleets. 
4. Participation in international projects: EVI - Electric Vehicle Initiative; IEA’s EV-HEV workgroup; Grid Project SAB for Vehicles (G4V). 
5. Participation in national forums related to the electric vehicle: CDTI Forum; Project REVE; Foro TIC/Sustainability Forum; FOREVE, EV Prospective of the EOI; etc… 
6. Collaboration in the development of regulatory and legislative measures meant to boost the EV in Spain (RD on aids to purchase an EV;    RD of the EV recharge manager; RD introducing the EV recharge points in cities, buildings, parking lots, houses, etc.; complementary technical instructions modifying the Low voltage electro-technical regulations (REBT) to include EV recharge points in buildings; promotion of the EV in the draft of the Renewable Energies and Energy Efficiency Law, …)
