CALL 2011
The term to submit applications to this aid programmes for year 2011 ended on 12th August 2011.
What does it consist in?
It is an aid programme by IDAE to strategic investment projects in energy saving and efficiency. Call 2011 provides continuity for the calls for years 2008, 2009 & 2010, sharing its objectives: improving, optimising and supplementing the resources that are been provided to the market through the AA.CC.
The Programme is framed within the direct Actions by IDAE of Action Plan 2008-2012 of the Energy Saving and Efficiency Strategy in Spain (2004-2012). Call 2011 of the Programme has been allocated with 120 million euros.
The calculation methodology for the aids to the projects responds to the EC Guidelines on state aids in favour of the Environment (2008/C 82/01).
Objectives of the Programme
The programme seeks to supplement and reinforce the work carried out by the various administrations, stimulating the firms to implement pluriannual investment projects in energy saving and efficiency technologies.
The purpose is to cover a project typology that does not have enough support through the current existing mechanisms, with a continuous aid outlook (pluriannual), open (direct & indirect beneficiaries) and miscellaneous (from the industrial to the tertiary sector).
Project typology
There are three kinds of projects defined in the Programme:
Strategic project: a set of actions whose purpose is to significantly reduce specific energy consumptions in their processes and/or installations, with a view to improving the energy competitiveness of the applying firm and reducing the distance that separates them from cutting-edge energy technology firms in its sector. This contributes to cutting back the environmental impact. The investments will have to take place, at least, in three Autonomous Communities.
Innovative singular project: energy optimisation projects with a process change in the big industry, with the construction of new buildings with energy label A or B, and projects in the transport sector to renew fleet and energy recovery systems that meet some specific features that make the innovative, such as: large replicability in the sector, showing that the best technology available in the sector is being used, the relevant energy impact, degree of eco-innovation, etc. Investments may be localised in one single Autonomous Community.
Joint sectorial project: set of projects to firms in a same sector with the same technology and energy objectives, whose application in group guarantees a greater extent of establishing of these new technologies. The investments are to be carried out, at least, in three Autonomous Communities.
Projects are to be in keeping with the following eligible investments limits:

Beneficiaries
Companies in the industrial sector, manufacturing industry exception made of the refining and generation, transport and electric distribution.
Companies in the tertiary sector (trade, distribution, hotel and catering business, health, banking, transport, etc.) with facilities or activity centres within a minimum of three Autonomous Communities where investments take place, with the sole exception of new construction buildings with A or B energy labelling. The applications submitted by company groups, associated firms or multi-group of firms owning projects corresponding to the actions and/or investments in chain stores, branches or activity centres in this sector.
Energy Service Companies (ESCOs); what is meant by this is the largest possible definition which encompasses the whole of the energy sector or bodies supplying services of the kind, either direct or indirect. These firms shall perform on behalf of third parties in the above-mentioned sectors, carrying out investments as included in the typology of aid programme projects in at least three Autonomous Communities. Anyway, the approved projects for indirect beneficiaries are to state that the subsidised energy savings have an impact on end-users, and that the subsidised investments are to be stated in the ESCO balance for a minimum period of 5 years.
Companies financing the purchase of capital goods or vehicles with the same conditions as stated for the ESCOs, with the subsidised investments stated in the balance for a minimum of 3 years.
SECTORIAL TECHNOLOGIES
Industrial Sector
Promotion of investments to replace equipment units and installations with Best Available Technology (BAT): investments in process equipment, installations and systems that transform or use up energy in the production process, as well as the auxiliary systems required for their operation; associated engineering projects; civil works implementing the said equipment; assembly and setting into operation. The new industrial production installations shall not be considered as eligible concept.
Transport Sector
Promotion of investment in replacement of equipment and installations with Best Available Technology (BAT): investment in equipment devoted to the improvement of energy efficiency in the transport of persons and goods, in the recharge system, as well as the logistic supply network for electric vehicles; energy recovery systems.
Promotion of investment to renew fleets and promotion of alternative fuels in transport: investment in equipment devoted to the transport of persons and goods by road (electric private and industrial vehicles, running on hydrogen and hybrid ones).
Building Sector
Promotion of investments to rehabilitate the thermal casing in buildings: investments for the thermal casing of buildings meant to reduce the energy demand in terms of heating and cooling.
Construction of new buildings with energy labelling A or B: investments in new construction buildings (energy efficiency measures for the thermal casing, heating installations, heating and cooling, sanitary hot water production, and indoor lighting) leading to reach energy labelling A or B: the whole enables to reduce energy consumption and meets the regulations set forth in RD 47/2007, of 19th January, approving the basic procedure to certify energy efficiency in buildings, and the regional regulations that are applicable.
Promotion of investments in building thermal installations: investments in equipment, installations and systems transforming or consuming energy, engineering projects, civil work, assembly and setting into operation.
Promotion of investments to renew indoor lighting: investments in equipment, installations and systems involving the minimum efficiency level as stated in HE3.
Equipment Sector
Promotion of investments in replacement of equipment and installations with Best Available Technology (BAT): investment in equipment devoted to the improvement of energy efficiency, as well as the auxiliary systems required for their operation; associated engineering projects, civil works implementing the said equipment;
Lifts.
Uninterruptible power systems (UPS)
*In any case and whenever the equipment does not have official energy labelling, the request is to go along a report issued by the technical body officially acknowledged, certifying the energy saving stated.
Energy Transformation Sector
Promotion of investments in co-generation installations in non-industrial sectors: investments in equipment, installations and systems transforming or consuming energy, engineering projects, civil work, assembly and setting into operation with a capacity over 150 kWe. Fuel production installations and equipment are excluded from this.
Promotion of investments in micro-generation installations: investments in equipment, installations and systems transforming or consuming energy, engineering projects, civil work, assembly and setting into operation with a capacity under 150 kWe. Fuel production installations and equipment are excluded from this.
TERMS
Call 2011 will be open from the very following day after being published in the Spanish Official Gazette (11th May 2011) and shall be closed three months after this opening (12th August 2011).
The submission term will be over at 11:59 am on 12th August, in case it is filed at IDAE's premises, and at 23:59 of the very same day in case it is filed in any of the places stated under section 38.4 of Law 30/1992, of 26th November, on Public Administration and General Administrative Procedures.
PROPOSAL OF AID-REQUEST PROJECTS
The annual call for aids published in the BOE (Spanish Official Gazette) specifies the content the firms’ proposals are to include (Strategic Plans for Investments in Energy Saving and Efficiency Projects 2011-2014).
Here are some of the elements that will make up the Strategic Plan:
Entrepreneurial objectives of the Strategic Plan (competitiveness, the environment, etc.)
Structure/Organisation of the firm (supplies, production, distribution…).
Exact localisation of the installations in question, description of the actions to undertake in each of the locations and stating the investments and estimated energy saving, as well as the time planning of the investments for each of them, using for this purpose the e-form available on this website.
Technological analysis of processes and current equipment, analysis of the existing alternatives (benchmarking …).
Choice of technologies to implement (BAT)
Establishment of eligible costs according to the EC Guidelines on state aids in favour of the Environment (2008/C 82/01) and Annex II of the bases of this very call.
Investment Plan.
Financing Plan.
Request of estimated public aids according to the calculation method establisehd by the Guidelines.
Energy savings and emission reduction.
Adjustment of the aid-request to the criterion of the incentive effect, according to the Guidelines.
Environmental benefits associated with the improvement of energy efficiency (direct & indirect).
Time planning (2010-2013).
Resources and organisation (internal and external capacities).
Other benefits (job creation, waste reduction, assessment of competitive improvement, etc.)
All in all, the minimum content of the project overview shall be specified in Annex VII of the call bases, as regards the project as such, the applied technologies or measures and the identification of the proposed projects in the said plan.
METHOD FOR FILING THE REQUESTS
The actual submission of the signed requests, according to the form provided for the purpose in the very Call, is to be done at IDAE’s headquarters, at Calle Madera No. 8 (back access by calle San Roque No. 7), 28004-Madrid, addressed to IDAE’s Director General, stating on the envelope “Request of participation in IDAE’S AID PROGRAMME TO FINANCE STRATEGIC INVESTMENT PROJECTS IN ENERGY SAVING AND EFFICIENCY”, clearly stating the data of the submitting body.
