2009 CALL FOR PROPOSALS
The deadline for applications under the 2009 aid programme expires 9 July 2009.
What does it involve?
This is an IDAE aid programme for strategic energy saving and efficiency investment projects. The 2009 call carries on from the 2008 call, and shares the previous call's goals, namely improving, optimising and complementing the resources being provided to the market through the Autonomous Regions.
The programme is set in the context of the IDAE's direct actions under the 2008-2012 Action Plan for the 2004-2012 Spanish Energy Saving and Efficiency Strategy (E4).
A total of 120 million euros has been earmarked for the 2009 programme's call for proposals (measure no. 2 in the Energy Efficiency and Saving Activation Plan, passed on 1/08/2008: Doubling of the IDAE aid programme).
The method for the calculation of project aid is in line with the new Community Guidelines on state aid for environmental protection (2008/C 82/01).
Aims of the Programme
The programme aims to complement and bolster efforts being made by the various administrations to put in place incentives for companies to run multi-annual projects investing in energy savings and efficiency.
The idea is to cover certain types of project for which existing mechanisms do not provide sufficient support, with a view to providing support that is continuous (multi-annual), open (including direct and indirect beneficiaries) and diverse (industrial, tertiary sector and services).
Project typology
The programme is aimed at three target project types:
- Strategic Project (PE): a set of actions aiming to bring about a significant reduction in the specific energy consumption of the applicant company's processes and/or facilities, in order to improve its energy competitiveness and narrow the gap by which it lags behind the energy efficiency leaders in its business sector, thereby contributing to reducing its environmental impact. To be eligible, projects need to invest in at least three Autonomous Regions.
- Singular Innovative Project (PSI): energy optimisation projects with a change of process in heavy industry, fulfilling a series of requirements such as: volume of funds, potential of the project to serve as an example in the sector, energy savings produced, degree of eco-innovation, etc. These investments may be located in a single Autonomous Region, and are limited to manufacturing industry.
- Joint sector-specific project (PSC): set of projects in companies in a single sector with similar technology and energy objectives, collective application of which ensures a higher degree of implementation of these new technologies. Investments need to be made in at least three Autonomous Regions.

Beneficiaries
- Companies in manufacturing industry, except refining, power generation, transport and electricity distribution.
- Companies in the tertiary sector (retail, distribution, hospitality, health, banking, transport, etc.) with investments at facilities or company sites in at least three autonomous regions.
- Energy services companies (ESE), understood in the broadest possible sense, including the whole energy sector and organisations providing services of this kind, whether directly or indirectly. These companies must act for third parties, in the sectors listed above, and carry out investments of the types included in the aid programme's list of eligible projects in at least three Autonomous Regions. In any event, projects of this kind approved where the beneficiaries are indirect will need to set out how the subsidised energy savings benefit end users and the subsidised investment must be kept on the energy services company's balance sheet for at least five years.
- Companies financing the purchase of capital goods or vehicles, under the same conditions as those applicable to energy services companies, except that in this case the subsidised investment must remain on the balance sheet for at least 3 years.
SECTOR-SPECIFIC TECHNOLOGIES
Manufacturing industry
Promotion of investments to replace equipment and facilities with the best available technology (BAT): investments in process equipment, facilities and systems transforming or consuming energy in production processes, and the auxiliary systems necessary for their functioning; associated engineering projects; civil engineering work installing the process equipment concerned; assembly and commissioning.
Transport Industry
Promotion of investment in the renewal of vehicle fleets and promoting alternative fuels for transport: investment in equipment intended for passenger and goods transport by road (electric, hydrogen and hybrid cars and industrial vehicles), as well as chargers and logistics networks for the supply of electric vehicles.
Building Industry
- Promotion of investments in the refurbishment of the thermal envelope of existing buildings: Investments in the thermal envelope of buildings with a view to reducing the energy demand for heating and air-conditioning.
- Construction of new buildings with an A or B energy classification: investments in new buildings (energy efficiency measures for the thermal envelope, heating, air-conditioning, hot water and indoor lighting systems) enabling A or B energy ratings to be achieved, through a reduction in energy consumption, fulfilling the requirements of Royal Decree 47/2007, 19 January 2007, approving the basic procedures for the certification of the energy efficiency of buildings and the applicable regulations in the autonomous region).
- Promotion of investments in the renewal of heating/air-conditioning systems in homes: investments in equipment, facilities and systems transforming or consuming energy, engineering designs, civil engineering, assembly and commissioning.
- Promotion of investments in the renewal of indoor lighting: investments in equipment, installations and systems meeting the minimum level of efficiency set in HE3.
Energy Transformation industry
- Promotion of investments in cogeneration facilities in non-industrial sectors: investments in equipment, facilities and systems transforming or consuming energy, engineering designs, civil engineering, assembly and commissioning, of systems with a rated capacity of more than 150 kWe.
- Promotion of investments in micro-generation facilities: investments in equipment, facilities and systems transforming or consuming energy, engineering designs, civil engineering, assembly and commissioning, of systems with a rated capacity of less than 150 kWe.
DEADLINES
The 2009 call is open from the day after its publication in the Official State Gazette (BOE) on 8 April 2009, and will be closed three months later.
MANAGEMENT INSTRUMENT
The instrument selected to support companies in this programme will be the ENERGY SAVING AND ENERGY EFFICIENCY INVESTMENT AGREEMENTS or PROGRAMME CONTRACTS between selected companies or corporations and the IDAE.
To reach them, the annual call for aid applications published in the BOE will specify the required content of companies' proposals(Strategic Plans for Investment in energy saving and energy efficiency projects 2009-2012).
Some of the elements included in this Strategic Plan are:
- Business objectives of the Strategic Plan (competitiveness, environment, etc.)
- Structure/organisation of the company (supplies, production, distribution, etc.)
- Precise location of the facilities affected, description of the actions to be taken at each of the sites, with an indication of the estimated investments and energy savings, together with the scheduled timing of the investments in each.
- Technological analysis of current processes and equipment, and analysis of existing alternatives (benchmarking, etc.)
- Selection of technologies to be implemented (BAT, etc.)
- Determination of the eligible costs according to the Community Guidelines on state aid for environmental protection (2008/C 82/01) and Annex II of these rules.
- Investment plan.
- Financing plan.
- Application for public aid estimated according to the method of calculation laid down in the guidelines.
- Energy savings and emissions reductions.
- Adaptation of the aid application to the incentive effect criteria set out in the guidelines.
- Environmental benefits associated with the energy efficiency improvement (direct and indirect).
- Scheduling (2009-2012).
- Resources and organisation (internal and external capacities).
- Other benefits (job creation, waste reduction, evaluation of competitive improvements, etc.)
The determination of the eligible investment project costs and the energy savings and emissions reductions must be certified by a firm accredited as a "greenhouse emission gas rights trading verifier", which is to ratify that the method of evaluation is in accordance with the guidelines.
This accredited firm should submit a non-binding report which needs to accompany the Strategic Investment Plan.
FORM OF SUBMISSION OF THE APPLICATIONS
Signed applications on the appropriate form must be delivered physically to the IDAE's offices in Calle Madera number 8 (at the rear, via Calle San Roque 7), 28004-Madrid, and addressed to the General Manager of the IDAE, stating “Solicitud de participación en el PROGRAMA DE AYUDAS IDAE A LA FINANCIACIÓN DE PROYECTOS ESTRATÉGICOS DE INVERSIÓN EN AHORRO Y EFICIENCIA ENERGÉTICA” on the envelope, which must also be clearly marked with the details of the entity sending the application.
