Management of Aid

The IDAE grants direct aid in the form of outright grants through the Autonomous Regions for investments in particular types of projects promoting energy efficiency or stimulating the use of energy from renewable sources.

This aid is given under the 2005-2010 Renewable Energy Plan (PER) and the 2008-2012 Action Plan for the Energy Saving and Efficiency Plan (E4) and is managed jointly by the Autonomous Region through the agreements established between the IDAE and each Autonomous Region.

The respective Autonomous Regions are responsible for implementing the public aid programmes. This involves preparing the rules and calling for proposals, handling, processing and technical evaluation of applications, deciding whether to grant aid, certification and payment, and also the monitoring system, and recovering sums due and applying penalties where necessary.

E4 2008 Action Plan

The funding allotted under the Action Plan is intended to finance energy saving and efficiency measures or actions which, in turn, will be distributed across the manufacturing, transport, energy transformation, agriculture and fisheries, and public services sectors.

Of all these measures, 10 have been identified as being priorities, with a view to ensuring the minimum execution of the plan throughout Spain. These priority measures are:

  1. Public aid programme for manufacturing industry.
  2. Urban mobility plans.
  3. Management of road transport fleets.
  4. Efficient driving of industrial vehicles.
  5. Renewing the stock of cars and road transport fleets.
  6. Renovation of the thermal envelope of existing buildings.
  7. Improving the energy efficiency of existing heating and air-conditioning systems.
  8. Improving the energy efficiency of indoor lighting systems in existing buildings.
  9. Household appliance renewal programme.
  10. Public aid for non-industrial cogeneration.

Renewable Energy Plan

The aid envisaged in PER for the 2008 financial year are aimed at particular types of technology:

  1. Heat production from biomass fuel for domestic or industrial use, or use in buildings.
  2. Solar-thermal energy applications.
  3. Standalone solar photovoltaic applications (i.e. for own use, isolated from the distribution grid); or mixed wind-photovoltaic generation applications, with a share of photovoltaic energy equal to at least 50% of the wind output, and a maximum wind turbine power of 5 kW.
  4. Installations for the storage, handling, treatment, anaerobic digestion and energy use (heating/air-conditioning) and/or electricity generation from any suitable type of organic material.
  5. Biomass processing equipment to produce chips or bales.
  6. Biofuels. Installation at filling stations of biodiesel, bioalcohol and biogas pumps.
