The IDAE grants direct aid in the form of outright grants through the Autonomous Regions for investments in particular types of projects promoting energy efficiency or stimulating the use of energy from renewable sources.
This aid is given under the 2005-2010 Renewable Energy Plan (PER) and the 2008-2012 Action Plan for the Energy Saving and Efficiency Plan (E4) and is managed jointly by the Autonomous Region through the agreements established between the IDAE and each Autonomous Region.
The respective Autonomous Regions are responsible for implementing the public aid programmes. This involves preparing the rules and calling for proposals, handling, processing and technical evaluation of applications, deciding whether to grant aid, certification and payment, and also the monitoring system, and recovering sums due and applying penalties where necessary.
E4 2008 Action Plan
The funding allotted under the Action Plan is intended to finance energy saving and efficiency measures or actions which, in turn, will be distributed across the manufacturing, transport, energy transformation, agriculture and fisheries, and public services sectors.
Of all these measures, 10 have been identified as being priorities, with a view to ensuring the minimum execution of the plan throughout Spain. These priority measures are:
