The E4 activation plan establishes that in view of their role as an example, all public buildings, and private buildings devoted to administrative uses, teaching establishments, shopping, leisure and cultural centres, public residential buildings and transport-related buildings, must take steps to improve the energy efficiency of their air-conditioning systems.

The average indoor conditions for all air-conditioned premises must be within the following ranges:

Summer: Temperature of not less than 26ºC and relative humidity of 45 to 60%.
Winter: Temperature of not more than 21ºC and relative humidity of 45 to 50%.
