Directive 2006/32/EC on efficiency in energy end-use and services establishes a guiding minimum energy saving objective at 9% in 2016 and sets forth, in article 14, that it is compulsory for the Member States to submit to the European Commission a second National Action Plan (National Energy Efficiency Action Plan, NEEAP) establishing the actions and mechanisms to achieve the set out objectives.
On the other hand, European Council on 17th June 2010 established as an objective saving 20% of its primary energy consumption.
As a result of these obligations, the Ministry of Industry, Tourism and Commerce, along with IDAE, has drafted the Energy Saving and Efficiency Action Plan 2011-2020, which includes an annex with the amount of energy savings achieved in year 2010 with respect to years 2004 and 2007, pursuant to the methodological recommendations on saving measurement and verification by the European Commission. Both documents were recently approved by Cabinet Meeting of 29th July 2011 and will be submitted to the Commission to perform its mandate.
