What does it consist of?

This is a new line of IDAE support aimed at financing energy saving and efficiency projects.

The programme is set in the context of the IDAE's direct actions under the 2008-2012 Action Plan for the 2004-2012 Spanish Energy Saving and Efficiency Strategy (E4).

The Programme's 2008 call for proposals has a budget of 60 million euros, which may be extended depending on budgetary availability.

The method for the calculation of project aid is in line with the new Community Guidelines on state aid for environmental protection (2008/C 82/01).

Aims of the Programme

The programme aims to complement and bolster efforts being made by the various administrations to put in place incentives for companies to undertake multi-annual investments in energy saving and efficiency projects.

The aim is to cover certain types of project for which existing mechanisms do not provide sufficient support, from the perspective of providing support that is continuous (multi-annual), open (direct and indirect beneficiaries) and diverse (industrial, tertiary and services).

Project typology

Three types of target project are defined for the Programme:

  • Strategic Project (PE): covering a series of investment activities over a broad time interval (up until 31 December 2012), the aim of which is to achieve a significant reduction in specific energy consumption by processes, so as to come close to the technically optimal energy consumption.
  • Singular Innovative Project (PSI): projects with a significant element of innovation in their use of energy, in which features such as their suitability for replication by other companies in the sector, application of the best available technology, energy and environmental impact and adaptation to the concept of eco-innovation stand out.
  • Joint sectorial project (PSC): these are projects in which a similar technology application may be applied in several companies in a single sector, thereby achieving a direct replication effect. These projects will be implemented by Energy Services Companies (ESE), which are a point of interconnection between the IDAE and companies in the sector, which are the ultimate beneficiaries of this aid.

These projects must exceed certain threshold energy saving ratios for investment and subsidy, and be set within the following eligible investment limits:

Beneficiaries

  • Manufacturing companies, except petrol refining and electricity generating companies.
  • Companies in the tertiary sector (retail, distribution, hospitality, health, transport, etc.) with facilities or company sites at which the investments are made in at least three autonomous regions.
  • Energy services companies (ESE), understood in the broadest sense possible, including the whole energy sector and organisations providing services of this kind, directly or indirectly. These companies must act for third parties, in the sectors listed above, and carry out investments of the types included in the aid programme's list of eligible projects. In any event, approved projects for these beneficiaries in this indirect mode must show that the subsidised energy savings are passed on to the end users.
  • Companies financing the purchase of vehicles or equipment with the preferential territorial criterion indicated for the case above, and the final use condition indicated for ESEs will also apply in these cases.

Sectorial technologies; INDICATIVE Limit values on aid

These limits are INDICATIVE, meaning that they are for guidance only and in each case the maximum limits to aid will be calculated, for each project according to the Community Guidelines on state aid for environmental protection. All other limitations or conditions affecting these types of investment project will be similar to those stated in the IDAE's collaboration agreements with the Autonomous Regions for the 2008 financial year. 

MANUFACTURING INDUSTRY

Promotion of investments to replace equipment and facilities with the best available technology: Investments in processing equipment, facilities and systems transforming or consuming energy, engineering designs, civil engineering, assembly and commissioning.

  • Process equipment: 22% of the investment.
  • Retrofitting high efficiency auxiliary equipment: 30% of the investment

TRANSPORT SECTOR

Promoting investment in the renewal of vehicle fleets and promoting alternative fuels for transport: Investment in equipment intended for the transport of persons and goods by road, and the commercialisation of alternative fuels for transport.

Up to 15% of the market value, with the following maximum limits:

(*) The set of projects presented in these typologies may not exceed a total volume of aid in each financial year of 3 million euros. 

Chargers and logistical network for supply to electric vehicles: up to 20% of the investment with a limit of 1 million euros per project.



CONSTRUCTION INDUSTRY

Promotion of investments in the refurbishment of the thermal envelope of existing buildings: Investments in the thermal envelope of buildings with a view to reducing the energy demand for heating and air-conditioning.. 

Fulfil CTE -HE-1: 22% of the investment, up to the following limits: 

  • €10,000 / home (single family house);
  • €300,000 per block of flats (at least 30 homes per building);
  • €300,000 per building for other uses (not homes).

Promotion of investments in the renewal of heating/air-conditioning systems in homes: Investments in equipment, facilities and systems transforming or consuming energy, engineering designs, civil engineering, assembly and commissioning.

  • Achieving a 20% saving + RITE-07: 22% of the investment.

Promotion of investments in the renewal of indoor lighting: Investments in equipment, installations and systems meeting the minimum level of efficiency set in HE3.

  • Achieving a 25% saving + CTE-HE-3: 22% of the investment.

Building refurbishment: Investments in improving the energy efficiency of existing buildings

  • Energy class B: 27% of the investment
  • Energy class A: 35% of the investment.

ENERGY TRANSFORMATION SECTOR

Promotion of investments in cogeneration facilities in non-industrial sectors: Investments in equipment, facilities and systems transforming or consuming energy, engineering designs, civil engineering, assembly and commissioning, of systems with a power of more than 150 kWe.

  • 10% up to a maximum of €200,000 per project.

Promotion of investments in micro-generation facilities: Investments in equipment, facilities and systems transforming or consuming energy, engineering designs, civil engineering, assembly and commissioning, of systems with a power of less than 150 kWe.

  • For Pe< 50 kWe: 30% of the investment.
  • For Pe> 50 kWe and <150 kWe: 10% + 20%*((150-Pe)/100) of the investment.

Deadlines

The 2008 call for proposals is open as of the date of its publication in the Spanish Official Journal (Boletín Oficial del Estado, BOE) and closes three months later.

Management Instrument

The instrument selected to support companies in this programme will be the ENERGY SAVING AND ENERGY EFFICIENCY INVESTMENT AGREEMENTS or PROGRAMME CONTRACTS between selected companies or corporations and the IDAE.

To reach them, the Annual call for aid applications published in the BOE as a resolution of the IDAE's Board of Directors, will specify the required content of companies' proposals (Strategic Investment Plans in energy saving and energy efficiency 2008-2012).

Some of the elements included in this Strategic Plan are:

  • Business objectives of the Strategic Plan (competitiveness, environment, etc.)
  • Structure/organisation of the company (supplies, production, distribution, etc.)
  • Number of installations affected (geographical distribution)
  • Technological analysis of current processes and equipment: analysis of the existing alternatives (benchmarking, etc.)
  • Selection of technologies to be implemented (BAT, etc.)
  • Determination of the eligible costs according to the Community Guidelines on state aid for environmental protection (2008/C 82/01).
  • Investment plan
  • Financing plan
  • Application for public aid according to the Guidelines.
  • Energy savings and emissions reduction
  • Adaptation of the aid application to the incentive effect criteria set out in the guidelines
  • Environmental benefits associated with the energy efficiency improvement (direct and indirect)
  • Scheduling (2008-2012)
  • Resources and organisation (internal and internal capacities)
  • Other benefits (job creation, waste reduction, evaluation of competitive improvements, etc.)

The determination of the eligible investment project costs and the energy savings and emissions reductions must be backed by an External Agent accredited by ENAC who will certify the method of evaluation according to the guidelines.

This agent will submit a non-binding report which will accompany the Strategic Investment Plan.

The conditions included in the AGREEMENT or CONTRACT-PROGRAMME will be stated in the annual call.

Procedure

  • The call, once published in the BOE, on the IDAE's website, etc. will be publicised according to technical criteria, by companies, associations, etc. (as established in a publicity plan embedded in the programme)
  • Reception of applications: If considered appropriate, the possibility of setting up a system whereby applications can be entered directly via the website will be considered. This will allow companies to download all the necessary information, forms to be completed, etc. This system is already in operation with other IDAE lines and offers improved efficiency in terms of time use and reduced movement of documents.
  • Evaluation of the applications: The objective criteria published in the official call for proposals will be used. As a consequence of the evaluation of dossiers, it may be necessary to correct data, documents or any other aspect necessary in order to allow the project to go ahead.
  • Decision on aid: Applicants will be notified of the official document/contract approved by the IDAE. This will state the technical and economic data necessary to establish the conditions under which aid is given and describe the subsequent procedure to be followed for payment and certification. This will also set out the obligations the beneficiary of the aid needs to meet in order to comply in full with the terms and criteria according to which it was granted.
  • Acceptance by the beneficiary company of the conditions communicated by the IDAE and establishment of possible conditions or guarantees.
  • Signing of AGREEMENTS or CONTRACT-PROGRAMME with companies.
  • Partial/total certification of the investment project.
  • Partial/final payment of aid established in the dossier and in the resolution according to the milestones approved by the IDAE.

Signed applications on the form designed for this purpose in the call, must be delivered physically to the IDAE's offices in Calle Madera number 8 (at the rear, via Calle San Roque 7), 28004-Madrid, addressed to the General Manager of the IDAE, stating “Solicitud de participación en el PROGRAMA DE AYUDAS IDAE A LA FINANCIACIÓN DE PROYECTOS ESTRATÉGICOS DE INVERSIÓN EN AHORRO Y EFICIENCIA ENERGÉTICA” on the envelope, which must be clearly marked with the details of the entity sending the application.
